I typically book projects 1-2 months in advance and only take on a limited number of projects per month. I don't work on multiple client projects at the same time since the style of my projects are intensives within one to two week time frames.
In short answer, sooner rather than later, if you are looking to launch by a certain date and I will do my best to accommodate and work with you.
Before hiring a website designer, you should have your copy, brand photos, and branding complete (unless of course I am doing your branding too). This will ensure I aim able to better serve you when it comes to building your website.
